Unifor Council 4000 - TTR bargaining update

The Unifor National Council 4000 Toronto Terminals Railway (TTR) Bargaining Committee met with TTR on January 21 and 22, 2016 at their offices at the Air Canada Centre in downtown Toronto to start negotiations on a new collective agreement for our 90 members who provide track maintenance, flagging and signal services on the Union Station Rail Corridor (USRC) in Toronto. The USRC is used by VIA Rail, GO Transit and the new Union Pearson (UP) Express. TTR is a jointly owned subsidiary of both CN and CP Rail. The collective agreement expired at 23:59 EST December 31, 2015.
The two days of talks did not produce any tentative agreements on proposals submitted by either side - the Union or the Company. Friday mornings' session was used to review and discuss outstanding grievances. A few cases were settled, but there are still a number left to resolve upon subsequent replies that the Company is to provide.
No additional dates for bargaining have been contemplated at this time, and won't be until the Union receives further details from TTR as to the various labour requirements that are being placed on them by Metrolinx, an agency of the Government of Ontario and the operators of GO Transit and UP Express, in regard to track protection in the USRC.
Metrolinx is demanding greater track protection resources in a new contract that is presently up for tender that a couple of companies, including TTR, will bid on. This sees TTR wanting to change significant areas in the collective agreement in terms of hours of work, rest days and filling positions, changes that will provide them with greater flexibility that they say will allow them to compete on the Track Protection tender with Metrolinx.
